(Establishment of wireless telephone services would be favourably considered but establishment of wireless telegraph services with Japan would be considered objectionable in view of competition with existing cable facilities † Į

In the event of the development of necessary services being sanctioned it must be understood that this should not preclude or prejudice negotiations being reopened with Company at a later date for the transfer of all wireless telegraph and telephone services including any improvements.

Before communicating with Company I should be glad of early expression of views on basis of above.
